Instructions
In a medium bowl, toss the chicken pieces with 1/4 cup cornstarch, salt, and pepper until evenly coated.
Heat the vegetable oil in a large skillet or wok over medium-high heat. Add the chicken in a single layer and cook for 3-4 minutes per side, or until golden brown and cooked through. Remove the chicken from the skillet and set aside.
In a small bowl, whisk together the honey, soy sauce, rice vinegar, sesame oil, minced garlic, and grated ginger.
In another small bowl, whisk together 1/4 cup water or chicken broth and 1 teaspoon cornstarch until smooth.
Add the honey mixture to the skillet and bring to a simmer. Stir in the cornstarch slurry and cook, stirring constantly, until the sauce thickens, about 1-2 minutes.
Return the cooked chicken to the skillet and toss to coat evenly with the sauce.
Serve immediately over rice, garnished with sesame seeds and chopped green onions, if desired.

For extra crispiness, you can double-fry the chicken.
